Lake Oswego Provides West Linn Emergency Water

On Thursday, Lake Oswego and West Linn placed in operation an intertie that lets Lake Oswego send drinking water to West Linn in an emergency. The South Fork Water Board, the water supply agency for West Linn and Oregon City, was forced to shut down its Oregon City drinking water plant on Thursday, to investigate damage to its water intake facility on the Clackamas River.

The South Fork Water Board plant shutdown activated a regional emergency water supply system created to ensure residents and businesses continue to receive safe drinking water during these types of incidents. An intergovernmental agreement on an emergency water system intertie has been in place between the two cities and the South Fork Water Board since 1984. The intertie pipeline and pumps are located near Lake Oswego’s water treatment plant in West Linn’s Robinwood neighborhood.

Recent heavy rains have raised river levels with an associated high volume of debris. River conditions are making it hard to assess the damage and begin repairs. The National Weather Service has issued a Flood Warning for the Clackamas River near Estacada.

On December 30th, crews from the Lake Oswego Tigard Water Partnership are scheduled to begin drilling in the areas shown in the map to the right. Crews will be drilling a hole in the public right-of-way to test soils for a potential water pipeline path. Work will occur between 8:00 a.m. and 5:00 p.m. to minimize noise impacts, but you may experience intermittent noise during work hours.

Crews will restore the drilled locations. Work is expected to be completed by the end of the day on December 30th.

A new partnership and an expansion of a water treatment plant may have some benefits to the city of West Linn, which is currently experiencing water woes.

Representatives from Lake Oswego, Tigard and their joint water plant partnership, LOT, joined the West Linn City Council during its Dec. 19 work session to discuss how the plant’s expansion could be a boon to West Linn.

The Lake Oswego-Tigard Water Partnership has filed a pre-application to the city of West Linn for the installation of a new pipeline to run from Gladstone through Mary S. Young Park and into the existing plant in West Linn.

A pre-application conference will be held with city staff Jan. 5 at 10 a.m. to go over the application, according to Assistant City Manager Chris Kerr. Notices will be sent to affected neighbors.

Proponents of a $230 million drinking water partnership between Lake Oswego and Tigard have proposed a "potential winning solution" designed to guarantee West Linn a backup water supply.

Officials from the Lake Oswego-Tigard Water Partnership as well as elected officials from both cities delivered a presentation to the West Linn City Council on Monday with an update on the project's progress and impact on West Linn. A modification in the planned upgrade of a Lake Oswego-owned Water Treatment Plant in West Linn would guarantee West Linn up to 6 million gallons of water a day in an emergency through a water system intertie shared by the two cities. Water partnership officials claim West Linn can't rely on that backup source otherwise, particularly during peak water consumption season.

The Lake Oswego City Council has unanimously approved fees and charges for 2012 that include an average 25.5 percent increase in water rates.

The water rate hike is set to take effect in March. Sewer rates, on the other hand, won’t rise as much as previously anticipated.

Officials with the Lake Oswego-Tigard Water Partnership are scheduled to meet with the West Linn City Council next week to provide an update on the project and discuss a proposal designed to almost double the capacity of emergency drinking water provided to West Linn.

Joel Komarek, the project's director, said although Lake Oswego could provide West Linn with an emergency supply of water through a system intertie, there's a chance it won't be guaranteed without an upgrade of Lake Oswego's water facilities in West Linn.

All work will occur between 8:00 a.m. and 5:00 p.m. to minimize noise impacts, but you may experience intermittent noise during work hours.

Like any other business that wants to build or grow in the city of West Linn, the proposed installation of a pipeline and an expansion of the Lake Oswego water treatment plant need to jump through the appropriate hoops and leap over the usual hurdles. The city of West Linn ensures the project is not getting any special treatment, despite what some of the plant’s neighbors might think.
