Five months after the West Linn Planning Commission postponed a vote on the proposed Lake Oswego water treatment plant expansion, the land use battle is back in City Hall and as contentious as ever. West Linn residents, staff and Lake Oswego-Tigard water partnership officials filled West Linn City Hall Thursday to discuss Lake Oswego and Tigard's applications for an expansion of its water treatment plant and installation of a pipeline.

The special meeting was the third West Linn Planning Commission public hearing on the topic in two weeks, during which more than 50 people testified.

West Linn Planning Commission Presentation

The first hearing before the West Linn Planning Commission started last week on October 17, 2012. The hearing included a presentation by West Linn Planning Staff, and information about the land use application provided by the Lake Oswego-Tigard Water Partnership (the applicant). A video of that presentation is provided below. 

Wednesday’s hearing concluded with public testimony. The hearing is continued to October 25, 2012. The continuation will allow for additional oral and written testimony from the public and a possible applicant rebuttal, if necessary.

If more time is needed, the hearing could be continued to the following Thursday, November 1, 2012.

Water Treatment Plant and Pipeline Hearing

West Linn Planning Commission hearings on the Lake Oswego-Tigard Water Partnership’s land use review applications are about to get restarted. They began this spring with consideration of the Water Treatment Plant Expansion.  The initial meetings drew an outpouring of concerns, questions and opposition from the plant's neighbors. In May, the Mayors of Tigard and Lake Oswego sent the Commission a letter requesting suspension of that process in order to accomplish three things:

  • Conduct further conversations with affected neighbors
  • Finalize an Emergency Water Inter-Governmental Agreement with West Linn
  • Submit the water pipeline application so that both could be heard concurrently

Besides accomplishing those things, the Partnership has been able to make several design improvements. Some of those are:

  • Decreased the overall size of Water Treatment Plan facility footprint. This has allowed more trees at the site, reduced truck trips and noise during construction, wider setbacks to the west, and enclosing onsite generators.
  • Aligned the pipeline entirely in the public right-of-way. This means no impacts to water resource areas or trees.
  • Improved the Emergency Access Plan. Tualatin Valley Fire & Rescue evaluated the plan and gave it a glowing review.
  • Agreed to install 2,800 feet of West Linn water system pipeline in Kenthorpe Way as part of the treatment plant construction.
  • Located construction trailers so that existing vegetation provides screening from neighbors.

The third year of Tigard’s and Lake Oswego’s Beat the Peak campaign was a success. Lake Oswego just exceeded the Beat the Peak goal of keeping water demand under 12 million gallons per day only one time. During a week when temperatures exceeded 100°F, Lake Oswego residents used 12.4 million gallons per day (mgd).  Tigard remained below the goal, with a maximum day water use of 10.5 million gallons.  Water use in both communities was higher in 2012 than 2011 due to the hot dry summer enjoyed by Willamette Valley residents.

The Beat the Peak campaign asked residents in both communities to cut daily water use during the summer of 2012 through a voluntary water conservation campaign sponsored by the Lake Oswego Tigard Water Partnership.  The joint “Beat the Peak” campaign kicked off July 1 and completed September 12.
