Pipeline Construction Update: Parkhill Street, East Waluga Park and Quarry Road

Starting on December 30, a large delivery of pipe materials will arrive at the construction staging area in the East Waluga Park parking lot on Quarry Road. Crews will begin laying pipe in early January near Parkhill Street, through Waluga Park and east to Quarry Road. This section of the pipeline is expected to be complete by the end of February 2014.

Most construction equipment and vehicles will access the construction area through East Waluga Park parking lot. At times, crews and trucks may need access from Parkhill Street, to deliver materials and equipment. Work hours are 7:00 am to 6:00 pm Monday to Friday and 8:00 am to 6:00 pm on Saturdays.

Once construction is complete in the Park, crews will move east of Boones Ferry Road, installing pipe along Lanewood Street and Douglas Circle.

In early January, crews will also begin trimming trees that are overhanging in the right of way along the pipeline route, from Quarry Road east along Douglas Way, Lanewood Street, Douglas Circle, Twin Fir Road, Upper Drive, Iron Mountain Blvd and Chandler Road. This should take about two weeks to complete. At times there will be single-lane closures on narrow streets to accommodate equipment, but no total street closures are anticipated. Please watch for flaggers.

Construction tours at the Water Treatment Plant

Interested in attending a construction tour at the Water Treatment Plant? Construction tours are starting next year!

Please join us for a free public tour to view construction activity at the WTP site at 4260 Kenthorpe Way, West Linn. In addition to learning about the construction phases of the project, you can watch the activity take place from the filter decks at the WTP!

Tours will take place once a month, on the fourth Thursday starting at 10:00 a.m. for 30 minutes. The first tour will be held on Thursday, January 23, 2014.

Advance registration is required and space is limited. You can sign up by calling the hotline on 503-697-6502, emailing or in person at the bi-monthly neighborhood meetings at Burgerville.

Please note, because the tour is located within an active construction zone, visitors will be required to wear sturdy, closed in shoes. Hard hats and vests will be provided by project staff.

Focus: Pipeline Route Changes in Lake Oswego

A pipeline routing change is currently being explored as an alternative to tunneling the pipeline under Oswego Lake, as was previously planned. The Partnership is reviewing a land-based new alignment around the Lake to keep costs controlled since proposals received for tunneling significantly exceeded cost estimates.

River Intake Construction Update

This week at the river intake pump station, the first level of walls were placed by pouring concrete between the wall forms. Over the next few days the concrete will set in place.

Next week, the wall forms will be removed from the bottom layer and reinstalled above the newly poured concrete. This is to prepare for installing the next wall level. Reinforced bar will also be added in the bottom of the cofferdam. This work will continue over the next month. Once the wall forms are in place, a large concrete pour will occur. This is scheduled for early January.

Generally, during the next three weeks, work hours will be 7:00 a.m. to 6:00 p.m. Monday through Friday, with no Saturday work expected. No work will occur on Christmas Eve, Christmas Day or New Years Day.

Exploratory Digging Work: Boones Ferry Road, Lanewood St, Douglas Circle, Twin Fir Road, Upper Drive, Iron Mountain Blvd. and Chandler Road

Beginning in mid December, crews will be working along the proposed water pipeline route that runs east from Lake Grove School and Boones Ferry Road along Lanewood Street, Douglas Circle, Twin Fir Road, Upper Drive, Iron Mountain Boulevard and Chandler Road. They will dig small holes in the roadway to locate all underground utilities and pipes, to ensure the pipeline route does not conflict with existing utilities.

Workers will use a vacuum truck and small excavator, digging holes 50 to 150 feet apart as they travel along the pipeline route. Holes will be repaired as work progresses. Work is expected to continue through the end of January 2014.
