Water Treatment Plant Construction Update

This week was an active one on the site with the second tower crane being assembled. The tower crane will provide efficient, quiet and fume-free servicing of new structures on the west of the site as compared to a diesel crane.

Bids for Water Pipeline Bring Savings for Partnership

On March 20, 2014, the Lake Oswego Tigard Water Partnership received bids from five of six, prequalified general contractors for construction of over six miles of pipeline in Gladstone, West Linn and Lake Oswego. Bidders had the option of bidding on a bundle of three pipeline runs and/or, a separate, fourth pipe run.

A responsive low bid was submitted in each category. Frank Coluccio Construction, Seattle, Washington, is the apparent low bidder for 2.84 miles of pipeline in Gladstone and on Mapleton Drive in West Linn, including a tunneled .75 mile section of pipeline under the Willamette River.

Emery and Sons Construction of Salem, OR, is the apparent low bidder on the remaining 3.18 miles of pipeline along Highway 43 from Mapleton Drive in West Linn to Erickson and McVey Streets in Lake Oswego.

At $42,863,303, bids on these pipeline packages fall below the $45,020,000 program cost estimate for these elements.

Water Treatment Plant Construction Update

Work is progressing well on forming and pouring concrete for new structures at the water treatment plant. Concrete slabs in the clearwell and ballasted flocculation were completed this week. Over the next few weeks, work will continue on the walls, columns and suspended roof for the clearwell and walls for the ballasted flocculation.

The auger cast drill rig has been busy installing piles for new structures on the northeast of the site for the solids area. About 400 auger cast piles out of the 1,100 have been installed to date!

River Intake Construction Update

Due to high water in the Clackamas River, work to stabilize the cofferdam and clean up the flooded area between the cofferdam interior and exterior of the new intake structure has been delayed. This work should be complete next week.

Crews are continuing to prepare supports and scaffolding for the next stage of forming the pump station floor decking. Once the cofferdam cleanup is complete, a concrete pour will occur for the interior struts of the intake.

Partnership Staff Volunteer in Cross Park

The Lake Oswego Tigard Water Partnership has partnered with Wilderness International, a non-profit and at-risk youth conservation group, to provide habitat restoration in Cross Park. Wilderness International crews have worked for months in the park just upstream from the River Intake Pump Station on the Clackamas River. Crews have removed invasive species and planted native plants to improve the look and function of the park. The youth involved are enthusiastic about what they are giving back to the community in Gladstone.

One March 1, 2014, twelve staff members from the Partnership volunteered their Saturday morning to help plant new trees and shrubs. Watch the video to learn more about this great partnership and the improvement it has brought to Gladstone’s Cross Park.

Tuesday - March 4, 2014

River Intake Construction Update

Crews at the river intake pump station site in Gladstone have been working to stabilize and secure the cofferdam sheet piles that detached and tilted into the river late last month.

Yesterday, additional steel beams were installed inside the cofferdam using a ”vibratory hammer,” which is the same method that was first used to install the sheet piles. Once the beams are in place, they will be welded to the existing horizontal support brace in the cofferdam. This work will continue through this week.

Neighbors may notice an increase in noise and potential vibration as crews work to repair the cofferdam and install the beams. Work hours will be 7 a.m. to 6 p.m. Monday to Friday.

Despite the breach, work will be able to continue within the portion of the pump station that has already been constructed. Crews are continuing to prepare for the next stage of forming the pump station floor decking.
