Gladstone Pipeline and River Intake Construction Update
Construction updates will now include all work taking place in Gladstone for the project – from the River Intake Pump Station on W. Clackamas Blvd., to the Horizontal Directional Drilling (HDD) staging area in Meldrum Bar Park. Scroll down for specific information on each location:

River Intake Pump Station – concrete work and excavation
Crews have been focused on installing interior forms and pouring concrete for the interior walls and the 56 foot level slab.
This week excavation started for a permanent access bridge to the new structure. This will continue over the next week. In late May, a large concrete pour will occur to place the 57.5’ decking.
Neighbors can expect some noise and increased truck traffic during the excavation and concrete pour. Work hours are 7 a.m. to 6 p.m., Monday to Friday, with some Saturdays.
Meet the Gladstone Pipeline Contractor Meeting – May 29
Join us to meet representatives from Frank Coluccio Construction on Thursday, May 29, 7pm – 8:30 pm at the Gladstone Senior Center, 1050 Portland Ave., Gladstone. This will be a good opportunity to learn about the pipeline work approach in Gladstone, anticipated schedule, what to expect in the neighborhood and have your questions answered.
W. Clackamas Blvd., Bellevue Ave. and W. Exeter St.– exploratory digging
In late May through early June, crews will be digging small holes in the roadway to locate underground utilities and pipes, before pipeline construction begins. Work hours will be 7 a.m. to 6 p.m. Monday to Friday. Crews will start from the river intake and work along the route on W. Clackamas Blvd., Bellevue Ave. and W. Exeter St. Expect to see some single lane closures with flaggers during work hours. Residents may experience some noise from a drill rig or vacuum truck during these operations.
Meldrum Bar Park – HDD site preparation
Starting next week, crews will begin preparing the HDD site in Meldrum Bar Park for construction. This includes installing an office trailer, security fencing and mobilizing drilling equipment. Signage will also be installed through the park and on the fencing of the staging area.
Drilling work is expected to begin starting June 5, including installing a pipe casing prior to drilling the tunnel under the river. The installation of the casing will be very noisy during work hours, which are 7 a.m. to 6 p.m., Monday to Friday. This work is expected to take about 2 weeks to complete.
