West Linn Pipeline Construction Update

Crews are making the final pass under the river, using a drill bit or reamer to enlarge the hole for the pipe to be pulled through in October.

Drill pipe is attached to the reamer.

Construction updates include all current or upcoming pipeline work for the project in West Linn. Read below for specific information on the following:

  • Horizontal directional drilling under the river, near Mary S. Young Park
  • Highway 43 pipeline construction (night work) - expected to start this fall
  • Neighborhood construction update meetings - first and third Tuesdays of the month

Horizontal directional drilling under the river, near Mary S. Young Park

This week, crews began the third and final “pass” of upsizing the hole using a 54” drill bit (or reamer). Once this is complete, the hole will be large enough for the pipe to be pulled through.

Steel pipe is expected to begin arriving at the Meldrum Bar Park site in Gladstone at the end of September, to prepare for the “pullback” phase.

Pullback” of the pipe is estimated to occur in mid-October, and could take two to five days. A drill rig will pull the pipe through the hole under the river, from Meldrum Bar Park to Mary S. Young Park. During this phase, operations must occur round-the-clock, in a continuous fashion, to ensure the hole remains open. Neighbors will be notified in advance of this work.

During drilling work, neighbors may hear noise from the drill rig or vacuum truck and an increase in truck traffic. Work hours are 7 a.m. - 7 p.m. Monday through Friday, and Saturdays from 9 a.m. - 5 p.m.

Highway 43 pipeline construction (night work) – expected to start this fall

Due to delays in the availability of steel pipe, crews are now expected to begin laying pipe on Hwy. 43 near Laurel St. in Lake Oswego, in October. Work will progress south towards West Linn. All work on Hwy. 43 will occur during weeknights between 8 p.m. and 5 a.m. In most areas on Hwy. 43, two way traffic will be maintained during construction. All lanes of traffic will be open during the day.

A second, northbound crew is expected to begin pipeline construction in November on Hwy. 43 at Mapleton Drive in West Linn, working north toward Lazy River Drive. Schedules are subject to change.
