Special Pipeline Construction Update: Work in the Hallinan Heights Neighborhood

Detour map and road closures during pipeline construction in the Hallinan Neighborhood.

Welded steel pipe arriving on Laurel Street

This update includes pipeline construction work on the following streets in the Hallinan Heights Neighborhood in Lake Oswego. See below for specific information on each location:

For the most up to date information on construction and current road closures, please visit the google map on the work underway page, zoom into the location you are interested in and click on the icons.

Erickson Street - between McVey and Laurel

Crews have been delayed in laying pipe on Erickson, but expect to begin tomorrow. Due to the steepness of the street, construction of the large water line on Erickson is expected to take about 4 weeks to complete. During construction, Erickson Street is closed to through traffic between McVey and Laurel from Monday to Friday, 7 a.m. – 6 p.m. Local trips (including residents that live in the closed area, emergency vehicles, guests, mail delivery, garbage pickup, etc.) will be guided in and out of the area by flaggers.

Laurel Street - between Hwy 43 and Hallinan

Crews are almost complete laying pipe on Laurel between Hwy 43 and Hallinan. However, after tomorrow, this section of Laurel will be reopened to through traffic, to allow NW Natural Gas to begin working in the Narrows. The pipe crew that was working on Laurel, will relocate to Bickner Street to replace a 12” water line.

The week of September 29th, a small 6” water line will be relocated at the intersection of Laurel and Hallinan. The road will remain open, but please watch for flaggers guiding traffic around the work zone. This work is expected to take about a week to complete.

Crews will need to return later in the year to complete the last small section of pipe on Laurel, between O’Brien Street and Hallinan Street.

Laurel Street (The Narrows) - between Hallinan and Erickson

Starting next week, NW Natural Gas will be relocating a gas line in the Laurel Narrows. This is to make way for the large water pipeline to be constructed in October, once NW Natural is complete. During construction, Laurel Street will be closed to through traffic between Hallinan and Erickson Streets on Monday to Friday between 7 a.m. – 6 p.m. This closure is expected to be in place through November. Local trips (including residents that live in the closed area, emergency vehicles, guests, mail delivery, garbage pickup, etc.) will be guided in and out of the area by flaggers.

Please follow the detour signage directing you safely around the work zones.

Bickner Street - between Oak and Laurel

Starting on Monday, a new 12” waterline will be installed in Bickner Street between Laurel and Oak Streets. This new waterline will significantly improve fire service in the immediate area. Construction is expected to last about two weeks. During this time, the road will be closed to through traffic. Local trips (including residents that live in the closed area, emergency vehicles, guests, mail delivery, garbage pickup, etc.) will be guided in and out of the area by flaggers.

During construction, there may be an increase in noise and truck traffic. Neighbors can expect to see excavators, loaders, large pipe, dump trucks and work crews. Some equipment and material may be parked and stored along the right-of-way.

Thank you for your patience as construction progresses.
