Lake Oswego Pipeline Construction Update
This update includes construction work in the following areas:
- B Avenue construction - pipeline installation complete, paving to begin next month!

B Avenue construction - pipe installation complete, paving to begin next month!
Crews have finished installing the pipeline down B Avenue! They placed the final stick of pipe last week and have moved into the testing phase. In June, crews expect to begin the final paving of B Avenue and 9th Street. To help minimize impacts, paving within the business district will likely occur at night, from 8 p.m. to 5 a.m.

State Street nighttime construction - set to begin next month
Pipeline construction is expected to begin in June on State Street, beginning at B Avenue and working south under the railroad tracks. From there, the pipeline will be installed along a portion of Foothills Road, through the Oswego Village Shopping Center, the Old Town neighborhood, George Rogers Park and McVey Avenue.
Please note: to install the pipe under the railroad tracks on State Street, crews will need to work continuously, day and night, for one 48-hour period. This will occur over a weekend to reduce the impact to commuter traffic. Lane closures will be in place with flaggers directing traffic around the site. More information about this phase of construction will be announced soon.
To minimize traffic and business impacts, most work on State Street will occur at night. In most areas, one lane of traffic will be open in each direction, with flaggers guiding traffic. Exploratory digging - crews working off Foothills Road, intersection of McVey Avenue and State Street
Next week, crews expect to conduct exploratory digging in preparation for pipeline installation in the alleyway behind the businesses just off State Street and Foothills Road. They’ll also conduct exploratory digging at the intersection of McVey Avenue and State Street, which will be done at night to minimize traffic impacts.
McVey Avenue pipe bridge - construction underway
Crews have begun clearing the area near Oswego Creek, and installing temporary fencing and erosion controls, for construction of the pipe bridge off McVey Avenue. Near the end of May, crews will begin forming and pouring the bridge’s footings. This work will be done during the day between 7 a.m. and 6 p.m., Monday – Friday.
Highway 43 nighttime construction - pipeline testing continues, final paving to begin next month
Over the next month, small crews will continue working along the pipeline alignment on Highway 43, between Laurel Street and Mapleton Drive. Work includes making pipe connections, along with filling, testing, disinfecting and chlorinating the pipeline. Once this work is complete, final paving of the lane where the pipe was installed will occur—expected to begin next month.
Nighttime work hours on Highway 43 are 8 p.m. to 5 a.m., Sunday through Thursday. During construction, one lane will be open at a time in most areas, with flaggers guiding traffic in each direction.
