Gladstone Pipeline and River Intake Construction Update

This update includes construction work in the following areas. Read more for specific information on each location:

  • River Intake Pump Station (RIPS) - demolition almost complete!
  • Nissan dealership, Teriyaki Grill and River Road - final pipeline crossing
  • McLoughlin Blvd. (Hwy. 99E) - night work begins tonight

River Intake Pump Station (RIPS) – demolition almost complete!

The old intake is disappearing before our eyes! Crews have been focused on sawcutting and removing large pieces of concrete slabs and walls using a wire saw. Concrete is then lifted out by the crane and removed offsite to be recycled. Soon, divers will be working in the water to remove the bottom levels of the existing intake.

Demolition is on track forcompletion by early September. After demolition, the area will be landscaped and repaved.

The RIPS contractor is working Monday to Friday, 7 a.m. – 6 p.m., and occasional Saturdays.

Nissan dealership, Teriyaki Grill and River Road – final pipeline crossing

Over the last few weeks, crews have installed casing and pipe in the Teriyaki Grill and Coffee House parking lot, the Nissan dealership lot and across River Road. The Nissan lot has been paved, and the Teriyaki Grill lot will be paved soon. Thank you to businesses, customers and neighbors for your patience during this work.

Once the newly-installed pipe is tested, final paving will occur on Jensen Road pathway, River Road, McLoughlin Boulevard and the dead-end block of Exeter Street.

McLoughlin Blvd. (Hwy. 99E) – night work begins tonight

Starting tonight, crews will install the remainder of the pipe across McLoughlin Boulevard (Hwy. 99E). To minimize impacts to traffic and businesses, work on McLoughlin will be conducted at night, which is required under the ODOT permit. Work hours are 8 p.m. – 5 a.m., Sunday – Thursday.

During work hours, travelers should expect nighttime lane closures on McLoughlin Boulevard between W. Arlington Street and W. Gloucester Street. In some instances, lane closures may also occur from 9 a.m. to 3 p.m. Expect temporary delays during this time. Steel plates and temporary pavement patches will be present, so driving at slower speeds is encouraged. Once the pipe is tested, final paving will occur. Please obey flaggers’ instructions and drive safely through the work zone.
