Oswego Village Shopping Center pipeline work begins soon

Crews excavating behind the Blue Star Lounge in preparation for pipe installation.

This update includes construction work in the following areas:

  • Oswego Village Shopping Center- nighttime pipeline construction starts soon
  • Old Town Neighborhood - pipeline construction begins next month
  • Pavement Restoration - State Street and Foothills Road

Oswego Village Shopping Center - nighttime pipeline construction starts soon

Pipeline construction continues just off Foothills Road, near the Oswego Pointe Apartments and behind the Lakewood Bay business complex (Blue Star Lounge, Banfield Pet Hospital, etc.). Crews are progressing well and just about to begin pipeline installation through the Oswego Village Shopping Center parking lot, next to Starbucks. Businesses will remain open during construction.

To minimize traffic and business impacts, most work will occur from 8 p.m. to 5 a.m., Monday through Friday. Steel plates will be present in the parking lots and roadway. Please drive with caution through the active work zones and obey flagger’s directions.

Pipe work is expected to finish in the Oswego Village Shopping Center by the end of October. After the pipeline has been installed and tested, the parking lot asphalt will be restored and restriped where the pipe was placed.

Old Town Neighborhood - pipeline construction begins next month

Once crews work through the Oswego Village Shopping Center parking lot, the pipeline will be installed through the Old Town neighborhood along Durham Street. Pipeline construction will occur during the daytime, from 7 a.m. to 6 p.m., Monday through Friday. Two blocks will be closed at a time during construction hours, however, neighbor access will be maintained at all times. Neighbors should expect to see and hear heavy equipment and vehicles, specialized equipment, and materials, such as pipe, steel plates and gravel, during construction.

Next week, neighbors should receive a mailer about this portion of construction with more details about duration and potential impacts.

Pavement Restoration - State Street and Foothills Road

Beginning next week, crews will begin restoring the pavement where the pipe was installed on State Street from B Avenue to the railroad tracks, just before Foothills Road. Work hours are 8 p.m. to 5 a.m., Monday through Friday. During this time, lane closures will be in place and the traffic signals at A Avenue and Foothills Road will be turned off. Flaggers will guide traffic through these intersections. Afterwards, the pavement restoration is expected to continue on Foothills Road as well as the parking lot behind the Lakewood Bay Shopping Center.
